Proper English Cottage Pie |

Ingredients :
- 1 pound lean ground beef
- 1 onion, diced
- three carrots, diced
- 2 tablespoons all-motive flour

- 1 tablespoon tomato paste

- four potatoes, peeled and diced

- 1 cup milk
